I have seen that message before when creating AdWords campaigns. In my experience, it's because the geographical area specified isn't broad enough - OR it doesn't match Google's label for the area (even though it may be the identical geographical area). Here's an example of what I mean (and it's just an example):
If I use AdWords' "Custom" geo-targeting and specify zip code "20155" (which is Gainesville VA), AdWords will display that message you mentioned. But if I use AdWords' "Browse" feature and browse to a pre-defined locale like "Gainesville, VA" (which is zip code 20155) then I don't get that message.
So if you are using Adwords' "Custom" geo-targeting and specifying just a zip code, try specifying a locale instead that is pre-defined by Google. Here's how to do that in your AdWords account, using Gainesville VA (zip code 20155) as an example:
Click on the "Browse" tab (in the "Select a Location" pop-up window). Select the U.S., and specify the state. Don't stop there. Once you select the state, metro areas within the state will be displayed. For example, if you select Virginia, you'll have the option of specifying the "Washington DC" metro area. That's still too broad, so keep drilling down. When you click on the Washington DC metro area, that will expand to include many cities - like Gainesville, VA. That's what you want to select!
You're still specifying the same geographical area (i.e. zip code 20155) but you're doing it in a way that keeps Google (and your campaigns) happy. 
If that doesn't work, then follow your own advice:
