If you just click on their user ID in the first column (of your referrals report) it should (emphasis on should) launch your email program. If you're using a web-based email service, you can either download the GVO-friendly contact list (which will give you all of your referral's emails and names in a handy spreadsheet file), or just hover over the link and look down in the little area of your browser that shows you what a link goes to - it'll have "mailto:thisperson@aplace.com"

You can click on their UserID as soon as they confirm their Email address. You'll see the ID Turn into a clickable link.

Ah ty ...no thats only 1 , i have 2 others that have been (waiting confirmation for a long time now).

Yeah don't worry too much about that, I get that quite a lot as well. In most cases, they do end up taking action and completing the steps. That basically means you are waiting for them to confirm their details and once they have done this, you can contact them and assist them. 
I read somewhere though, their is a 7 day limit meaning if they do not confirm, they are removed from the list. Not too sure on that though so don't take my word on it! lol

This is bizarre i went from no refs for 30 days , now in the past few days ive got 5 now, of course 2 are at step 1 and 3 havent confirmed their email yet but its motivating either way, 2 were just this morning.
