Hi everyone
I just wanted to ask that can I give away verified paypal Accounts to my referrals or anyone who asks for help in completing
step 2 & step 3, The reason I ask this is that I can verify any number of accounts but I am unaware of the amount of risk that
it involves ........ I would be grateful If you could elaborate the risk factors cos I want to help them!!!!!!!

As long as you are not sharing your paypal account with them no issues for you. And you are saying "them" not individual i guess. So make sure they are not using the same paypal account. Each referrals should have unique paypal account to complete step 3.

I don't really get you here - HOW would you be able to "give away" verified PayPal accounts to other members ?? I mean, when registrating with PayPal, you MUST enter a valid C.C details !! Sooo ?? What will you do then, lol ? Verify many C.C , that YOU own, and let OTHER people use them on your expense ?? Maybe I didn't fully get it here, but as far as I understand it- IT CAN NEVER BE APPLIED REALLY !! Unless you just let strangers use the verified C.C details, that you put in your certain PayPal account - i don't see any other way you may help other people create accounts

You can't link a single credit card with many Paypal accounts,Paypal does not advise this and is not safe for your card.

I can generate multiple Virtual Credit cards that get verified within minutes and any one can use them to verify any
paypal account .....

Why don't you just help them to create their paypal addresses instead?
I understand you are trying to help them, but wouldn't it be better if you show and teach them how to do it?
It's like giving someone a fish compared to teaching him how to fish...

Instead of giving away/selling verified paypal accounts (which I think is illegal per Paypal's terms) I would suggest you send your referrals to https://www.neteller.com/ where they can generate their own virtual credit card according to money deposited into neteller's accounts and verify their own paypal accounts.
EDIT: After doing some research, I don't even know if this would work, as it's a subscription you need to join ACME.

Here is what i digged u while searching for virtual cards and paypal.
PayPal does not recommend adding a gift card, prepaid card, virtual card, or one time use credit cards to your PayPal account. Although some of these cards may be accepted, most will not function correctly with our system due to the security checks we have in place. PayPal is not an online store, where these types of cards were intended to be used, and in order to properly facilitate our service, the traditional credit card or debit card is preferred.
As cards registered in India are expected to go through a process called Link and Confirm to get Verified, the card will be charged $1.95 (refunded upon confirmation), with a corresponding four digit code added to the line with the charge. It's providing this code that is one security measure allowing us to verify that the account holder has access to the credit card information filed on the account.
Virtual cards do not provide us the identity verification tools that a traditional card would. Additionally, they may not provide you with information you need like the 4 digit code on the monthly statement that allows us to confirm you are the owner of the card on file.
Have you checked with your traditional card provider to see if they provide online real-time access to your billing and transactional info? We're looking for the four digit code on the line with the PayPal charge, so if you can see that code online, you wouldn't have to wait for the actual piece of paper.
I personally would think this to be fraud......

Because we are teaching others to become owners/operators of their own business here on APS, doing anything of this sort is not recommended. It is actually fraud, in that you are supplying the funding base for the account, regardless of who's name it is in. The funding is still coming from you, you are buying referrals.

Amy, well said... Buying referrals is not a way to operate a business... Advertising is part of learning.. Advertise to the wrong traffic can get you poor results.. besides they would not be interested in truly building their business... You want to target people who are sincerly interested in building their business..

I wouldn't do it.
To be honest if you have to ask people and you know there's a risk of getting your acct banned, and asks 'Should I?' .... usually the answer would be no. Why take the risk?
I'm not sure how much you use your Paypal, but if it's linked to your Bank Accts / Credit Cards, and it gets LOCKED , that's so much of a headache getting it back. (if you even can) 
I'd do the neteller thing as shaneb suggests

A crowd will ask, "how did he do that" when a stage magician creates an illusion. After awhile they tire of trying to figure it out and give up. When A person who knows true magic lies within and shows people how to use there own personal magic and says I can do that. They will practice harder and learn more and every time they complete a goal they become more motivated to complete the next goal. Which keeps them striving to reach each set goal. All because you gave them a direction. The magic is in helping. The magic is revealing yourself to them. To give them insight on how to do something. The magic is self accomplishment. They already have the answers to their questions. They just need guidance to show them that they can and must create their own magic. Otherwise they are just using your personal magic and asking how did he do that?

I know, why don't I just generate 100 verified paypal accounts and "signup" 100 "referrals" under me.
I know there are genuine reasons why people cannot verify accounts, as for example their country does not allow it, but I believe Tissa has other methods available for this reason.

It was just yesterday during the Webinar that I was talking about fraudulent APS referrals. As the Acme People Search program has grown in popularity, it has also become a bigger target for the bad guys. Guys who try to exploit the $125 credit (which comes from my pocket) by generating bogus referral fees so they can be paid $200 or more.
shubhu2busy's post is a good example of why I mentioned during the Webinar yesterday that I plan to implement additional anti-fraud measures. In fact, now is an opportune time to announce just one of those measures:
Effective today (Nov. 19, 2009), in order to be paid APS referral fees, you must:
a) be subscribed under Step 3 using PayPal or TrialPay, and
b) you must have been subscribed for at least 45 consecutive days prior to each payday
Note that you can still earn referral fees if you are not subscribed under Step 3. But in order to be paid those referral fees, both conditions above must be met. If you do not meet both conditions as of payday, your earnings will be carried forward to the next payday. (You won't lose any referral fees.) The next payday for APS referral fees is Nov. 30, 2009.
In many ways this new requirements is no different than HostGator making you wait 60+ days before you are paid for referrals, or having to join GDI before GDI pays you commissions - or having to order 10 DVDs before they pay you leaderboard bonuses, etc. Those kinds of requirements are partly to verify identity and deter fraud.
These changes will not affect anyone who is treating Acme People Search as a business (not some get-rich-quick program) and who is serious about long-term success. If you happen to be one of the "good guys" who can't afford $29.95/month, fair enough. That's why we have the Super Sponsor opportunity at this forum, where I will cover your Step 3 subscription for you.
Finally, note that these changes are in addition to the email address requirements mentioned here back in August.

I agree with Shaneb "Well Done"... It makes me sick to see that people rather be dishonest and commit Fraud and not play by the "Rules"... It pays more to be honest not only in your earnings but your repretation.. Lets keep 1 step ahead of the bad apples
