I specified GDI Only (Matrix) at step 2 but yesterday my new ACME referral created his search engine with hostgator. Why?

Isn't it if the referral does not sign up for GDI after sometime, then he or she will be offered other option to host the search engine instead, either HostGator or Lunarpage right..

If GDI is selected then no other hosting option should be presented.
the only issue been if you are not a subscriber to step 3, obviously this cannot be the issue with regards to CHAD;)
